Position Overview

The Project Manager – Protection and Controls is responsible for the successful planning, execution, and delivery of HVDC converter and substation electrical projects, with a specialized focus on protection and control (P&C) systems. This role involves managing technical scope, budgets, schedules, resources, and stakeholder coordination to ensure safe, high-quality, and on-time execution. The Project Manager will lead efforts related to relay protection, SCADA, automation, wiring, testing, and commissioning in accordance with utility standards and project requirements.

 

As part of the Intermountain Power Agency's plan to provide Energy for Today & Tomorrow, Summit Line Construction has been contracted to provide the construction for the High Voltage Direct Current Converter Station in Adelanto CA.  This HVDC station is an integral part to the production, transmission, and reliability of up to 40% of the clean, renewable energy needed and consumed in Southern California. This is an approximately 3-3.5 year project located near Adelanto, CA.

What You'll Do

Key Responsibilities

Project Planning and Management

  • Lead the planning and execution of high-voltage P&C projects (15–500 kV) from design through commissioning.
  • Develop and maintain project schedules and budgets for labor, material, equipment, and subcontractors.
  • Conduct and lead pre-construction planning, scope reviews, and execution strategies.
  • Monitor project financials, forecasts, and earned value metrics to ensure profitability and on-time delivery.
  • Coordinate outages, energization plans, and commissioning with field teams and clients.

Technical Oversight

  • Oversee and verify the installation of protective relays, control logic, and SCADA/RTU systems.
  • Interpret and review one-line diagrams, wiring diagrams, and relay settings packages.
  • Identify and mitigate hazards associated with relay testing, switching, and energization.
  • Ensure conformance with IEEE, NESC, NEC, and utility protection coordination standards.
  • Manage FAT/SAT processes and collaborate with QA/QC and testing personnel on system verification and issue resolution.

Stakeholder Communication and Issue Resolution

  • Serve as the point of contact with clients, engineers, suppliers, and subcontractors for all P&C-related scopes.
  • Communicate technical requirements, schedule changes, and field challenges with transparency and professionalism.
  • Host and document project meetings to address challenges, identify solutions, and maintain stakeholder alignment.

Contract Administration and Documentation

  • Prepare and manage contracts, submittals, RFIs, and change orders related to P&C scopes.
  • Track project submittals, technical documentation, and QA records, ensuring compliance and traceability.
  • Lead the documentation process for commissioning, energization, redlines, and as-builts.

Material and Quality Management

  • Maintain accurate material trackers for relays, panels, wiring, SCADA equipment, and testing devices.
  • Coordinate with procurement to manage lead times, shortages, and delivery issues.
  • Verify proper installation techniques and participate in quality inspections to ensure compliance.

Team Leadership and Development

  • Mentor assistant project managers, field engineers, and coordinators assigned to P&C scopes.
  • Promote a culture of safety, ownership, and high performance in line with Summit Line values.
  • Coordinate staffing and resource allocation to support project timelines and growth.

What You'll Bring

Qualifications

  • Education: Bachelor’s degree in Electrical Engineering or Construction Management preferred.
  • Experience: 5+ years of field experience in high-voltage electric substation or HVDC converter construction with a strong focus on P&C systems.
  • Certifications: PMP preferred; PE license or NETA certification is a plus.
  • Skills: Proficient with Microsoft Office, relay setting software (e.g., SEL AcSELerator), scheduling platforms, and project reporting tools.
  • Compliance: Must pass background, drug and alcohol screenings; valid driver’s license required; willing to travel to job sites.

Compensation Range

The anticipated compensation for this position is USD $150,000.00/Yr. - USD $200,000.00/Yr. depending on experience and qualifications.
