Position Overview

The Project Manager – Overhead Substation Construction is responsible for overseeing the planning, scheduling, budgeting, and execution of high-voltage overhead substation construction projects. This role ensures the delivery of safe, high-quality, and cost-effective substation projects, meeting contractual obligations and client expectations. The Project Manager is also accountable for team leadership, project documentation, and stakeholder communication throughout the project lifecycle.

 

As part of the Intermountain Power Agency's plan to provide Energy for Today & Tomorrow, Summit Line Construction has been contracted to provide the construction for the High Voltage Direct Current Converter Station in Adelanto CA.  This HVDC station is an integral part to the production, transmission, and reliability of up to 40% of the clean, renewable energy needed and consumed in Southern California. This is an approximately 3-3.5 year project located near Adelanto, CA.

What You'll Do

Key Responsibilities

Project Planning & Execution

  • Lead project startup including work plan development, Schedule of Values (SOV), schedules, and baseline planning.
  • Manage all aspects of the project lifecycle, including pre-construction planning, execution, and project closeout.
  • Prepare and manage budgets, procurement plans, and scheduling (including baseline, 3-week lookaheads, and milestones).
  • Ensure compliance with QA/QC and safety protocols on-site.
  • Coordinate with engineering teams to ensure design specifications are met and constructability reviews are conducted.
  • Oversee the installation of high-voltage equipment, ensuring adherence to technical standards and project requirements.
  • Implement risk management strategies to mitigate potential project delays or cost overruns.
  • Utilize project management software tools for scheduling, budgeting, and resource allocation.

Contract & Financial Oversight

  • Interpret and enforce contract terms, including scope changes, change orders, and cost controls.
  • Manage subcontractor contracts and vendor agreements.
  • Ensure timely billing, cost-to-complete tracking, and reporting in alignment with company standards.
  • Monitor project expenditures and implement cost-saving measures where applicable.

Team & Resource Management

  • Coordinate with field supervision, schedulers, procurement, and QA/QC personnel.
  • Lead and mentor Assistant Project Managers and Coordinators on project execution, documentation, and stakeholder engagement.
  • Support staffing adjustments and resource planning for efficient project delivery.
  • Conduct performance evaluations and provide feedback to team members.

Stakeholder Communication

  • Lead project meetings with customers, engineers, and contractors.
  • Provide regular updates and presentations to leadership, clients, and project teams.
  • Serve as the primary point of contact for client communications and issue resolution.
  • Foster strong relationships with clients to ensure satisfaction and repeat business.

Quality & Compliance

  • Ensure construction meets substation design and utility standards (e.g., NESC, IEEE).
  • Oversee project documentation including submittals, RFIs, daily reports, and QC logs.
  • Maintain compliance with federal, state, and utility regulations.
  • Conduct regular site inspections to ensure adherence to safety and quality standards.

What You'll Bring

Qualifications

  • Education: Bachelor’s degree in Construction Management, Electrical Engineering, or related field (Preferred).
  • Experience: Minimum 5+ years of field experience in high-voltage electric substation or HVDC converter construction.
  • Certifications: PMP or equivalent preferred. OSHA 30 certification required.
  • Skills:
    • Proficiency with Microsoft Office Suite and project scheduling tools (e.g., MS Project, Primavera). ProCore will be used on a daily basis.
    • Strong leadership and communication skills.
    • Ability to manage multiple projects, schedules, and priorities in a fast-paced environment.
    • In-depth knowledge of electrical infrastructure and utility construction standards.

Compensation Range

The anticipated compensation for this position is USD $150,000.00/Yr. - USD $200,000.00/Yr. depending on experience and qualifications.
