Position Overview: We are seeking a Certified Payroll Clerk to join our team in Heber, UT! The Certified Payroll Clerk is responsible for ensuring accurate payroll reporting and compliance with prevailing wage laws, union regulations, and certified payroll requirements for construction projects in Utah. This role involves managing certified payroll processing through LCPtracker, ensuring wage compliance, and submitting reports to government agencies. The position requires strong attention to detail, a deep understanding of union payroll structures, and the ability to work closely with project managers, contractors, and union representatives.
Key Responsibilities:
Certified Payroll Processing & Compliance
• Prepare and submit certified payroll reports via LCPtracker, ensuring compliance with federal, state, and project-specific prevailing wage laws.
• Maintain accurate payroll records and submit reports to government agencies such as the California Department of Workforce Services and U.S. Department of Labor (DOL).
• Ensure compliance with the Davis-Bacon Act, California prevailing wage laws, and collective bargaining agreements (CBAs).
LCPtracker Management
• Maintain payroll data in LCPtracker, ensuring accurate wage reporting and timely submissions.
• Identify and resolve discrepancies in job classifications, fringe benefits, and hours worked.
• Provide training and support on LCPtracker to subcontractors and internal teams.
Union Payroll & Wage Compliance
• Process union payroll, ensuring proper wage rates, fringe benefits, and dues deductions per CBA agreements.
• Collaborate with union representatives and project managers to verify job classifications and compliance with labor agreements.
Audit & Data Verification
• Assist with internal and external audits, ensuring compliance with payroll regulations.
• Respond to inquiries from government agencies, contractors, and auditors, providing necessary documentation.
Cross-Team Coordination & Industry Updates
• Work closely with project managers, subcontractors, and regulatory agencies to ensure payroll accuracy.
• Stay updated on state and federal labor laws, prevailing wage updates, and system enhancements.
Qualifications:
• Education: High school diploma or equivalent (Associate degree in accounting, finance, or related field preferred).
• Experience: Proven certified payroll reporting experience, preferably in Utah construction payroll or public works projects.
• Software Proficiency:
o LCPtracker experience required – ability to manage, troubleshoot, and train users on the platform.
o JD Edwards and Microsoft Office proficiency preferred.
• Regulatory Knowledge: Strong understanding of Utah prevailing wage laws, Davis-Bacon Act, and union payroll requirements.
• Union Payroll Experience: Experience working with union payroll reporting, including fringe benefits calculations, dues deductions, and pay differentials.
• Attention to Detail: Strong ability to manage multiple projects, verify payroll accuracy, and resolve discrepancies in a fast-paced environment.
• Communication Skills: Effective verbal and written communication for coordinating with contractors, union representatives, and regulatory agencies.
Preferred Qualifications
• Experience with Utah construction payroll requirements and public works projects.
• Knowledge of multi-state payroll compliance for regional projects.
• Prior experience working with electrical industry payroll and reporting, particularly with IBEW regulations.
