About this Role

JOB TITLE: Director, Government Commercial Excellence (Business Development)

POSITION OVERVIEW:

 

We are seeking an experienced and visionary Director, Government Commercial Excellence to lead and drive our commercial strategy, processes, and performance in the government sector. In this high-impact role, you will be responsible for setting the direction for commercial excellence initiatives, optimizing pricing models, contract management, and business operations to enhance profitability and competitive positioning. The ideal candidate will have a deep understanding of government contracting, commercial strategy, and a proven track record of delivering value in complex environments.

What You'll Do

  • Develop and execute a comprehensive commercial excellence strategy to optimize pricing, contract negotiation, and business development for government contracts.
  • Lead initiatives to drive operational efficiency, reduce costs, and improve win rates across all government contracting processes.
  • Oversee the design and implementation of best practices in bid management, proposal development, and pricing strategies to enhance competitive positioning.
  • Collaborate with senior leadership, sales, finance, legal, and operations teams to ensure alignment and integration of commercial strategies within the organization.
  • Lead the Quanta SBA Mentor-Protégé program by developing, supporting and engaging strategic small business alliance partners.
  • Analyze market trends, competitor activities, and government policy changes to identify risks and opportunities, guiding strategic decision-making.
  • Serve as a key advisor on government procurement regulations, compliance (FAR/DFARS), and best practices, ensuring adherence across the organization.
  • Lead contract negotiations with government agencies and key subcontractors, driving favorable terms and value for the organization.
  • Establish and track key performance indicators (KPIs) to monitor commercial performance, ensuring the achievement of revenue and profitability targets.
  • Champion continuous improvement initiatives by streamlining processes, implementing automation, and leveraging data-driven insights to enhance commercial operations.
  • Mentor and develop a high-performing commercial excellence team, fostering a culture of innovation, collaboration, and accountability.

What You'll Bring

  • Bachelor’s degree in Business Administration, Finance, Economics, or a related field; MBA or advanced degree preferred.
  • 10+ years of experience in government contracting, commercial strategy, or business development, with a focus on leadership roles.
  • Proven experience in driving commercial excellence initiatives within the public sector.
  • Strong understanding of government procurement processes, contract law, and compliance regulations (including FAR/DFARS).
  • Demonstrated ability to lead cross-functional teams and influence senior leadership.
  • Excellent negotiation, analytical, and decision-making skills.
  • Proficiency in data analysis, financial modeling, and CRM tools.
  • Strong communication and presentation skills with experience interfacing with senior executives and government agencies.
  • Certifications in Lean Six Sigma, project management, or commercial management are advantageous.
