    Quanta Services provides engineering, procurement and construction (EPC) services for comprehensive infrastructure needs in the electric power and oil and natural gas industries. EPC projects performed by Quanta are growing and expanding in size and complexity and to support this growth Quanta has launched a Major Projects Support team. This position is a key position on the team reporting directly to the Sr. Director, Major Projects Support.

    Responsibilities

    • Work with the Quanta Operating Units (OPU’s) Management, project teams, and other functional support groups to assist in the development and implementation of procedures and tools to address the major project life cycle with specific emphasis on the initial scoping, planning, and project startup, including:
      • Project Planning and Approval
      • Organization and Governance (including project setup, kick-off etc.)
      • Scope / Change Management
      • Risk Management (incl. Insurance & Bonding and Contingency Management)
      • Contract Management-Client
      • Contract Management/Procurement-Subcontractors, Suppliers & Vendors
      • Scheduling and Planning
      • Cost and Budgeting (including cost control system utilization and forecasting)
      • Project and Financial Reporting (External & Internal)
    • Work with the Legal Group to ensure contracting guidelines have been adequately addressed in the bid and contracting process.
    • Assist, as required in the hiring and training of “Project Controllers” within the OPU’s including participating in interview process. Provide training to Project Controllers and OPU Finance and Accounting staff on accounting and reporting best practices for major projects.
    • OPU-Project Controllers Reporting Relationship:
    • Work with Senior Operations and Finance staff within OPU’s to provide oversight and guidance to Project Accounting and Controls staff (Project Controllers) on Major Projects. (Depending on OPU, this may be a dotted line reporting relationship).
    • Provide project startup support, including training and assistance with planning and mobilization activities, including:
      • Provide guidance and oversight to OPU’s staff in developing work break-down structure (WBS) consistent with ERP / EcoSys requirements.
      • Provide guidance and oversight on Project Reporting Setup in alignment with Cross Functional Groups (Project Controls, Commercial / Legal, Operations, Procurement etc.).
      • Work with OPU Project Controls Groups to ensure alignment between Project Controls and Finance in progress tracking, developing rules of credit, scheduling and change management reporting practices etc.
      • Provide oversight in the implementation of standardized project reports, processes and tools.
      • Work closely with the Quanta and EcoSys systems implementations teams to support major projects.
    • Participate in OPU major projects monthly reviews as required to ensure project understanding and consistency of approach and reporting practices. Review and assess basis and documentation for change order or claim revenue recognized on identified major projects ensuring Quanta’s revenue recognition policies and procedures are followed.
    • Review major projects month end reporting packages for consistency and accuracy.
    • Participate in Quarterly Project Reviews in Houston, TX, providing direct support to Senior Director, Major Projects Support in reviewing status of major projects, risk analysis and financial position taken.
    • Interface and communicate with Quanta’s external auditor, PWC, with respect to major projects as required.
    • Perform other duties as assigned.

    Qualifications

    • Minimum 10 years of direct experience in project accounting and controls for large complex construction and EPC type projects.
    • Operational / Field experience in electric transmission and distribution and / or Oil & Gas operations considered an asset.
    • Proven large project construction/EPC financial management experience including WBS development, budgeting, forecasting, change management, reporting & analysis, cash flow development, revenue recognition and detailed CIE/BIE, WIP analysis.
    • Strong project accounting experience including internal controls and percentage of completion accounting.
    • Successful track record of operating in a multifunctional environment collaborating with project delivery functions (engineering, construction, operations, supply chain management, etc.) to understand, analyse and document project scope and cost projections.
    • Experience with tracking labour productivity and commodity reporting
    • Experience in tracking daily and weekly physical progress and earned value calculations.
    • Strong Microsoft Office skills particularly Excel as well as an aptitude for learning other specialized financial/project software packages.
    • Able to assess, interpret and apply government, industry and company standards and specifications as required.
    • Good working knowledge of contracts administration.
    • Experience with working with subcontractors which may be intercompany or third party providers.
    • Knowledge and experience utilizing JD Edwards and / or EcoSys considered an asset

     

     

     

    Education / Certifications:

    • Bachelors in Accounting Preferred
    • PMP and CPA preferred
