    SUMMARY

    The major task of the Department of Transportation (DOT) Manager to provide corporate oversight for the development, implementation and maintenance of the DOT compliance program.

     

    SCOPE: Corporate and Operating Units

     

    Responsibilities

    • Assists Operating Units in the development and/or maintenance of a DOT Driver Management program to ensure compliance with all Federal Motor Carrier Safety Administration (FMCSA) regulations.
    • Assists Operating Units in the development of a DOT commercial motor vehicle (CMV) driver training program to ensure compliance with all FMCSA regulations and improve the safety performance of CMV drivers.
    • Assists Operating Units that transport hazardous materials with training and compliance assistance to ensure compliance with all regulations.
    • Reviews pending and upcoming changes to federal and state DOT regulations and inform Operating Units on changes that affect them.
    • Performs compliance audits at Operating Units on maintenance of all DOT Driver Maintenance files, DOT Drug/Alcohol Programs, Vehicle Inspections, Hours of Service and other appropriate items that are part of the SMS scorecard.
    • Assists Operating Units with investigations of incidents where a CMV was involved.
    • Seeks out and assists in the implementation of Best Practices to be more effective and improve out DOT compliance program.
    • Provides DOT compliance training as needed.
    • Monitors and assists Operating Units with the vehicle maintenance program.
    • Conducts an annual DOT Workshop.
    • Provides DOT Alerts as needed.
    • Conduct regular conference calls with Operating Units to discuss DOT issues.
    • Develop common solutions to share between Operating Units.
    • Build relationships with Operating Unit DOT personnel.
    • Adheres to internal standards, policies and procedures.
    • Performs other duties as assigned.

    Qualifications

     

    Compentencies:

    • Ability to establish, build and maintain effective relationships with Operating Units and represent the company in a public forum.
    • Excellent understanding of environmental related federal, state and local laws / regulations / policies / procedures.
    • Strong Analytical and problem-solving skills, with demonstrated ability to provide creative solutions/advice on technical and environmental management issues.
    • Ability to establish, build and maintain effective relationships with Operating Units and represent the company in a public forum (including public speaking).
    • Comprehensive knowledge and understanding of federal and state DOT FMCSA Regulations (including Parts 40, 380, 382, 383, 387, 390, 391, 392, 393, 395, 396, 397 and 399).

     

    Required Education and Experience:

    • Bachelor’s Degree.
    • 10 years of direct experience with DOT regulatory compliance and risk management programs.
    • 10 years of direct experience in the oversight and administration of DOT Drug & Alcohol programs.

     

    Preferred Education and Experience:

    • Prior 5+ years of experience in utility construction or oil & gas industry is desirable.

      LICENSES / CERTIFICATIONS

      Certified Safety Professional (CSP) or Certification in DOT and FMCSA requirements designation is desirable.
