The VP, PMO Strategy & Governance is a senior leadership role responsible for establishing and leading a centralized Program Management Office within Quanta Services’ supply chain organization. This position is focused on building the governance infrastructure, frameworks, and operational standards needed to manage capital programs supporting the expansion of Quanta’s internal manufacturing capabilities, including transformers and other critical infrastructure components.
Reporting directly to Senior Vice President of Operations, this role operates at the intersection of strategy and execution – defining how capital programs are planned, governed, and measured, while project managers within the manufacturing organization retain direct accountability for day-to-day execution. The VP, PMO serves as the central authority on program standards, portfolio visibility, and performance oversight across the manufacturing capital program portfolio.
This is a build-first role. The successful candidate will design and stand up the PMO from the ground up, establishing repeatable processes, governance structures, and reporting mechanisms that create consistency, accountability, and transparency across all capital initiatives.
This role establishes the foundation for disciplined, scalable program execution across Quanta’s manufacturing and supply chain initiatives. By centralizing governance and program standards – without owning execution directly – the PMO will improve consistency, visibility, and performance across a growing portfolio of capital projects critical to Quanta’s infrastructure growth strategy.
Through standardized methodologies, stage-gate frameworks, and performance dashboards, this leader will create the operational clarity needed to prioritize investments wisely, identify risks early, and drive continuous improvement across the manufacturing organization.
PMO Design & Leadership
• Design, build, and lead a centralized PMO within the manufacturing and supply chain organization, establishing it as a high-impact governance and enablement function
• Define the operating model for the PMO, including its relationship to project managers, manufacturing leadership, and cross-functional stakeholders
• Hire, develop, and lead PMO staff; build a team capable of supporting an expanding portfolio of capital programs
• Champion a culture of accountability, continuous improvement, and data-driven decision-making across the program management function
Governance, Methodology & Standards
• Develop and implement PMO frameworks, methodologies, tools, and stage-gate processes that govern capital programs from initiation through closeout
• Establish lifecycle standards, execution templates, and reporting cadences that project managers follow to ensure consistent execution quality
• Define how work is executed across the manufacturing portfolio; hold project managers accountable to those standards without assuming direct execution responsibility
• Ensure all capital projects operate within approved governance structures and adhere to Quanta’s financial and operational policies
Portfolio Planning & Performance Oversight
• Oversee prioritization, planning, and performance tracking of capital projects across the manufacturing portfolio
• Establish dashboards and reporting frameworks that provide leadership with clear visibility into program health, schedule performance, budget status, and risk exposure
• Develop early-warning indicators and escalation mechanisms to surface risks before they impact project outcomes
• Provide regular portfolio-level reporting to the Vice President of Manufacturing and senior leadership
Contracts & Procurement Coordination
• Structure, negotiate, and formalize contracts supporting manufacturing initiatives, working closely with legal and procurement partners
• Coordinate with the procurement organization on sourcing strategies and supplier relationships without assuming direct purchasing responsibility
• Ensure contractual frameworks are aligned with PMO standards and support consistent execution across the portfolio
Stakeholder Engagement & Alignment
• Operate as a strategic partner to the Vice President of Manufacturing, aligning PMO priorities with organizational strategy and capital investment plans
• Build effective relationships with operating company leadership, engineering, finance, and other internal stakeholders to ensure PMO standards are understood and adopted
• Communicate portfolio performance clearly and confidently to senior leadership, including the C-suite and Board-level stakeholders as needed
Continuous Improvement
• Drive continuous improvement across program management processes, tools, and execution practices within the manufacturing organization
• Identify lessons learned and translate them into improvements in PMO methodology and project execution standards
• Stay current on industry best practices in PMO leadership, capital program management, and manufacturing operations; bring relevant innovations into the organization
Required
• Bachelor’s degree in Engineering, Operations, Supply Chain, Business, or a related field
• 20+ years of progressive experience in program management, PMO leadership, or manufacturing operations
• Demonstrated experience building and leading PMOs in complex, capital-intensive organizations
• Strong manufacturing, industrial, or infrastructure background with direct experience managing large capital programs
• Proven ability to influence execution quality through systems, standards, and governance frameworks rather than direct management of project teams
Preferred
• Experience in infrastructure, utilities, energy, or heavy industrial sectors
• Proven track record in continuous improvement and organizational change management
• Experience operating within a decentralized corporate structure with operating companies or business units
• Advanced degree (MBA or Master’s in Engineering, Operations, or related field)
