About this Role

Mercer Technical Services, a Quanta Services Company, is looking for an experienced Logistics Project Manager – Pipeline to join our company as we expand our footprint and capabilities across highway, rail, and waterborne transport (including railspur and yard development).

 

The Logistics PM will lead endtoend execution on pipeline programs, as well as work to ensure pipe, valves, fittings, and associated material are traceable and in the right yard at the right time.

What You'll Do

  • Build the milltoROW logistics plan: modes, lanes, schedules, rack/yard strategy, budget, and risk register; align with client EPC, construction spreads, and coating yards.
  • Lead pipe yard acquisition & setup (including railspur planning where applicable), yard layout, traffic flow, rack design, cribbing, and stormwater/HSE controls.
  • Orchestrate multimodal transport (truck/rail/barge) for line pipe and permanent materials; secure oversize/overweight permits; sequence deliveries to spreads; manage demurrage and laydown constraints.
  • Oversee offloading, stringing, racking, and loadout operations across spreadsmeeting daily/weekly pull plans while protecting coating and bevels.
  • Drive inventory control & traceability (MTRs, heat/joint numbers, coatings, dimensions) using Mercer’s visibility tools and advanced logistics platforms; maintain realtime status for stakeholders.
  • Direct field logistics coordinators, yard supervisors, and carrier partners; set expectations on safety, quality, and schedule.
  • Source and manage carriers, heavyhaul, rigging/lifting resources, and specialty equipment; enforce performance and compliance standards.
  • Own cost and schedule: forecasts, earnedvalue lookaheads, change orders, invoice approval, and closeout documentation.
  • Run daily coordination with the client’s construction and inspection teams; remove roadblocks quickly.
  • Champion our “Safety is our standard” commitment—execute lift plans, JHAs, rigging/signaling controls, and equipment inspections; stop work when needed.
  • Ensure regulatory and contractual compliance (DOT/FMCSA for transport; import/customs coordination when relevant).

What You'll Bring

  • 7–10+ years managing logistics for pipeline construction or heavy infrastructure, including pipe yards and spread support.
  • PMP, CM, or equivalent credential
  • Experienced with Change Management
    • Identification: Recognize potential changes early (scope shifts, field conditions, material issues, permitting delays, etc.).
    • Assessment: Analyze the effect on cost, schedule, quality, and safety.
    • Approval: Route through internal and client approval (formal Change Order).
    • Implementation: Update field plans, budgets, schedules, and yard or transport execution once approved.
    • Documentation: Maintain records for traceability, audits, and claims protection.
  • Demonstrated experience with truck/rail/barge material movements and heavyhaul/rigging fundamentals.
  • Leverage AI-driven tools and data analytics to optimize routing, yard utilization, and material traceability. Use predictive modeling to anticipate bottlenecks, forecast equipment utilization, and reduce downtime.
  • Champion adoption of intelligent dashboards for real-time visibility into pipeline logistics performance, driving a data-first culture across field operations.
  • Handson yard startup (site selection, railspur/track interface, rack/racking plans, inventory controls).
  • Strong command of material traceability (MTRs, heat/joint tracking) and doc control for audits.
  • Proficiency in project controls (scheduling, cost, change management) and tools such as Excel, MS Project (or P6), and a TMS/WMS; dashboard/reporting aptitude.
